Summary of the new feature / enhancement
When installing/saving a PSResource we should have a mechanism for emitting a configurable Warning/Error to users as to inform them that the Resource they are installing has any known vulnrability in it. By doing so we allow people the option of choosing not to install something that may harm their environments.
Proposed technical implementation details (optional)
A Runtime Warning/Error that respects Should Process, and allows users to control & override this as needed.
