Línea de trabajo

The issue names no files. Start by running ruff with the complexity rules (C901 and the PLR limits) enabled to list the functions over the limits, and check the ruff config in the repository for the current selection. Before touching any function, add characterization tests that pin its outputs, errors, logs, and OpenAPI output. Done means the listed functions are under the limits, behaviour is unchanged, and ruff passes with select = ["ALL"] and only the stated global ignores.

Descripción

Phase 1 step 1.8, group 8b, the last group: refactor every function over ruff's complexity limits (C901, and the PLR limits on arguments, branches, statements and returns), name the magic numbers (PLR2004), then switch ruff to select = ["ALL"].

Behaviour must not change. That covers the same outputs, errors, logs, Modal function signatures, library APIs other projects import, and byte-identical OpenAPI documents. Pin behaviour with characterization tests before each refactor.

The only global ignores are the two rules that conflict with ruff format (COM812, ISC001) and one rule of each mutually exclusive pydocstyle pair (D203, D213).
