Línea de trabajo
Read the Deploy job configuration and the package version metadata; the issue identifies the Python 3.7 build step using setup.py sdist bdist_wheel and recommends building distributions on modern Python with python -m build. Check the linked pull request #83 for work already underway. Done means the release uses version 0.13.10 and produces normalized distribution filenames while retaining Python 3.7 for installation and testing.

Descripción
What happened
After #81 moved publishing to PyPI trusted publishing, the Deploy job on master (run 38296026940) authenticated successfully, but PyPI rejected the upload:
400 Filename 'OpenFisca_Tools-0.13.9-py3-none-any.whl' should contain the normalized project name 'openfisca_tools', not 'OpenFisca_Tools'.
PyPI now requires distribution filenames to use the normalized project name (PEP 625 / the binary distribution format spec). The Deploy job builds on Python 3.7 with python setup.py sdist bdist_wheel; the newest setuptools available on 3.7 predates filename normalization, so it produces OpenFisca_Tools-… and OpenFisca-Tools-….tar.gz.
Consequences
- 0.13.9 never reached PyPI (latest there is still 0.13.8, from 2022).
- The run had already pushed tag
0.13.9(at 2ff7ac2), so re-running with the same version would fail at the tag step.
Fix
Keep Python 3.7 for installing and testing (the package pins numpy<1.21), but build the distributions on a modern Python with python -m build, which writes normalized filenames. Bump to 0.13.10 so the release gets a fresh tag.
