The one real structural duplicate from the two-path doctrine review: CI's package-ipk job re-implements the fast path's steps inline (host prebuild download + payload assembly + ar/tar packaging) while packaging/local-build-ipk.sh does the same locally, manifest-pinned.
The unification: the workflow job should stage inputs and call the script (or the script gains a CI mode), gated on identical artifact hashes before/after the switch — the same byte-identity standard repro-check enforces.
Deliberately sequenced post-rc1: the workflow is release-critical right now (the rc1 artifact matrix runs through it); refactoring mid-release buys dedup at regression risk. The doctrine PR marks the job as "the fast path's CI expression — divergence is a bug" in the interim.
