The issue points at a GitHub code search for org.apache.derby in this repo; start there to find the Maven/Gradle (or installer) dependency that pins 10.10.2.0. Bump it past 10.16.1.1, then rebuild and run the existing engine tests to catch Derby API or SQL incompatibilities from the large version jump. Done when the declared version is updated and the project still builds and runs.
