Línea de trabajo

The pull request description identifies .github/workflows/ci-doctor.md as the editable source and .github/workflows/ci-doctor.lock.yml as the generated workflow. Read the reporting instructions and confirm they require exactly one configured terminal safe-output action; the reported compile and validation command is gh aw compile ci-doctor --no-check-update --validate. This work is already packaged as an automated pull request, so it is not a suitable first issue.

Closes #1494

Root cause

The CI Failure Doctor agent completed successfully but emitted no terminal safe-output action. The generated Conclusion job then failed at Handle agent failure with the missing_terminal_safe_output|report_incomplete classification.

Fix

Strengthen the editable .github/workflows/ci-doctor.md reporting instructions so every investigation must invoke exactly one configured terminal safe-output tool: comment on an existing duplicate/continuation or create a new issue. The generated lock workflow was regenerated from the source.

Test Status

  • gh aw compile ci-doctor --no-check-update --validate passed.
  • No application code or dependency changes.

Trade-offs

This is a prompt-level reliability guard; it does not change the underlying Agentic Workflow runtime or alter the investigation scope.

[!NOTE]
This was originally intended as a pull request, but the git push operation failed.
