What steps does it take to reproduce the issue?
- When does this issue occur?
A dataset is submitted for review, then a metadata field is made required (or the metadata becomes incomplete for another reason). The draft in review now has incomplete metadata.
- Which page(s) does it occurs on?
Dataset page.
- What happens?
The Publish dropdown is disabled because the metadata is incomplete, so the "Return to Author" item in that dropdown cannot be reached. The curator cannot return the dataset so the author can fill in the missing field. The return to author command itself does not check metadata validity, and the returnToAuthor API works.
- To whom does it occur (all users, curators, superusers)?
Curators (users who can publish the dataset).
- What did you expect to happen?
"Return to Author" stays available. Only "Publish" should be disabled when the metadata is incomplete.
Which version of Dataverse are you using?
develop. Reported on Harvard Dataverse.
