Start with the godebug lines in a go.mod, which you can read through go mod edit -json, and with the target toolchain's DefaultGODEBUG values that the CLI already queries. The issue doesn't name the file that holds this comparison, so find where the CLI parses go.mod and reads defaults. Add the check, the note listing already-default pins, an example module under examples/, and an integration test that asserts the listed pins. Done means the integration test passes and the example's output names the redundant pins.

When go.mod has a godebug line whose value equals the new default after the bump, it can be removed. Read the pins from go mod edit -json, compare them with the target DefaultGODEBUG, and add a note listing them. Add an example module in examples/ and an integration test.
