Description

fw doctor's Watchtower liveness branch prints a remediation command that does not exist in
vendored / shared-tooling mode:

  WARN  Stale Watchtower triple (pid 744537 not running)
        Run: bin/watchtower.sh stop && bin/watchtower.sh start

ls: cannot access 'bin/watchtower.sh': No such file or directory
$ ls .agentic-framework/bin/watchtower.sh
-rwxr-xr-x 1 root root 13732 .agentic-framework/bin/watchtower.sh

Two sites, bin/fw:1483 and bin/fw:1488. The remedy fails with No such file or directory,
which reads to an operator like a broken install rather than a wrong instruction.

The public accessor fw watchtower {start|stop|restart} already exists (bin/fw:5091-5097) and
resolves correctly from either layout.

Field-verified: with a dead pid, doctor's printed remedy now executes and restores the service.
Note that the end-to-end path also required a second fix, reported separately: do_restart
discards the recorded port before do_start can read it.

Not a duplicate of #65 — #65 is audit.sh emitting a hardcoded cause; this is bin/fw's
doctor emitting an unrunnable path.
