Deltares enhancement

Is your feature request related to a problem? Please describe.
The NHI and the LHM are both running into the problem that the output generated by their big models becomes quickly too big. iMODFLOW had an option to store only the output of selected layers, so for example results of only the phreatic system could be stored. MODFLOW6 doesn't have an option like this, a memo has been written about this by @mjr-deltares . @Huite came up with a solution not included in the memo: To use the OBS package. That doesn't allow selecting in time (which was why it was not considered for the memo), but selection by layers should be sufficient for these users. This would be the low-hanging fruit option, requiring no changes to MODFLOW6.

Bennie and Rianne are going to develop a huge training dataset this year for which some solution to reduce output would be very welcome, if not critical.

Whether this provides the performance we hoped for has not been tested, though I'm not sure if that will be ever done as long as this stays in a draft PR.

Describe alternatives you've considered
The memo describes many alternatives. Most of them aren't that attractive, but better working towards better NetCDF support in MODFLOW6. I think that is a worthwhile, no-regret option, but it might take too much time to develop this for this year.
