Start by reading the discussion on PR #5615 and locate OIIO::errorfmt and the ABI check tests. Determine whether moving it into libOpenImageIO_Util preserves ABI; if not, investigate the v3_3 namespace compatibility transition. Then review other utilities in libOpenImageIO for possible moves; done means the ABI checks pass and the utility placement is addressed.

As pointed out in the discussion of PR #5615, it's a little awkward that we can't directly call OIIO::errorfmt() from code in libOpenImageIO_Util, because it's in the main library. It should really be moved to the util library, so it can be used in either place.
Tasks:

Figure out if this can be done without breaking ABI. I'm not sure. We'll need to try it out and make sure the ABI check tests pass. If it does break ABI, we'll need to do magic with the v3_3 namespace to transition compatibility.

Take a look and see if there are other utilities (related or not) that are in the same situation of being in libOpenImageIO, but upon reflection, should probably be in _Util so they can be called from anywhere in the codebase.
