Research direction

The issue names the period: register from #6928 but no file, so first find where period: rows are validated and written, and check how the existing entry lock is handled. Add a check that refuses a row whose [start, end] overlaps another row, returning a 409 that names the overlapped row. Done means an overlapping insert is rejected with that 409 and non-overlapping rows still save.

Description

A period: register (#6928) accepts overlapping rows, so one date can be covered by an OPEN and a CLOSED period at the same time. On 14.81.0 the BusinessIntents hunt created March 2031 as both OPEN (period 8) and CLOSED (period 9). The entry lock happened to refuse in both orders it tried, but the register no longer partitions time, and which row "covers" a date is undefined. Module issue: BusinessIntents/base-journal#68 (hunt run 37984537906).

Expected: the register refuses a row whose [start, end] overlaps another row's, with a 409 that names the overlapped row. A plain checks: cannot express a cross-row comparison today, so the guarantee belongs to period: itself.
