Research direction

Start by locating the existing Mozilla Rust Android Gradle Plugin configuration in the Android build files and identify the Gradle tasks it provides. Review the linked cargo-ndk examples for the required cross-compilation environment, then run the Android build with Gradle 9 to confirm the replacement works across the supported targets.

Description

We have been stuck on Gradle 8 for a while because Mozilla's Rust Android Gradle Plugin hasn't been updated for Gradle 9. I have noticed other projects are switching away from it, and hand-writing new Gradle tasks that do cross-compilation with the correct environment variables by shelling out to cargo-ndk. See for example https://github.com/element-hq/matrix-rich-text-editor/pull/132 and https://github.com/JingMatrix/NeoZygisk/commit/aacd530a0e9837c012b8c3585937e7c76c246438.
