Research direction

Start by locating the Craft control-panel licence screen and its countdown/continue behavior; the issue does not name a file or test. Reproduce with Craft 6.0.0-alpha.20, Pro installed, and a Solo licence, then check that the countdown redirects or a continue option is available without resolving the licence. The issue mentions no test entry point, so look for relevant control-panel tests as you investigate.

Description

bug repo:cms
What happened?

After updating to Craft 6.0.0-alpha.20, I'm getting the "Licence purchase required" screen because the site has a Solo licence but Pro is installed.

The screen says "Continue to the control panel in 1 second…" but it just stays at 1 second and never redirects.

There's also no option to continue or skip the screen like there was in Craft 5. The only options are "Resolve now", "Try before buying" and "Refresh", so I can't access the control panel without resolving the licence first.

Steps to reproduce
  1. Run Craft 6.0.0-alpha.20 with Pro installed and a Solo licence.
  2. Log in to the control panel.
  3. The licence screen appears.
  4. The countdown gets stuck at "1 second…" and doesn't redirect.
Expected behavior

The countdown should finish and redirect to the control panel, or there should be a way to continue without resolving the licence immediately, like in Craft 5.
