Research direction

The issue says an announcement already appears on the home page, so start by finding that existing announcement code and how the home page renders it. The new work is an administrator option to create site-wide announcements and display them on every page, not only the home page. Done means an admin-created message appears on a non-home page, such as a bookmarked one. The issue names no files or tests, so confirm the design with maintainers before writing code.

Written by the indexing model from the issue text.

Description

Enhancement UI

Site Administrators should have an option to create site wide announcements. This can be used to warn of upcoming downtime or queue congestion, or show information about new releases.

Right now, the message can be shown on the home page, but not everyone passes through the homepage when using the instance. They might have bookmarked pages and never go through the home page, missing those announcements
