Research direction

Start by running the e2e/parallel-contention.test.ts test and reading the timeout at e2e/helpers/cli.ts:142. Trace how the test waits for the first stdout line and check whether the failure reproduces on the reported base. Done means the contention test completes without timing out while verifying its stated capacity and requester guarantees.

Description

bug:new flaky-test

e2e/parallel-contention.test.ts "never over-grants capacity or double-grants a device, and eventually serves every requester" fails with "Timed out after 60000ms waiting for first stdout line" (e2e/helpers/cli.ts:142). Fails on origin/main (881e76a-era base) too, seen while delivering #346.
