Research direction

Start by reading PackedDecoder and DefinitionLevelBufferDecoder::new in the arrow reader, then check how definition levels are validated nearby. Add checks that enforce max_def_level == 1 at the constructor and construction site; done means invalid values are rejected and the invariant is covered by relevant tests.

Is your feature request related to a problem or challenge?

Follow up to #11700. PackedDecoder in the arrow reader requires max_def_level == 1, but this is not enforced in either its constructor nor where constructed (DefinitionLevelBufferDecoder::new).

Describe the solution you'd like

Extra checks should be added to enforce the invariant.
