Research direction

Start with docs/plate/migration/self-hosted-runners.md and the plate-select-runs-on composite action definition to compare the documented token behavior with its actual inputs. Confirm whether GITHUB_TOKEN can receive the required repository Administration permission. The work is done when the docs accurately describe the working fallback, or the action gains a token input and the docs explain how to use it.

Description

area:docs Bug

PaperTiger reported (2026-10-31, Copilot review on akasper/PaperTiger #109 and akasper/papertiger.studio #69) that docs/plate/migration/self-hosted-runners.md says the runner probe can use a token with repository Administration: read granted through workflow permissions. GITHUB_TOKEN cannot get that permission, and plate-select-runs-on has no token input, so the probe always uses the default token and heavy jobs fall back to ubuntu-latest.

Fix upstream: add a github-token input to the composite action, or correct the docs to match what works. PaperTiger edited its own vendored copy in #109 only.
