good first issue setup

One place for all constants so experiments are consistent.

Files: src/config.py

Tasks
  • Constants: SEED=42, IMG_SIZE=64, NUM_CLASSES=3, CLASSES=['cats','dogs','snakes'], BATCH_SIZE=32, EPOCHS=30, SOTA_EPOCHS=15, paths for data/results/figures
  • set_seed(seed) seeding random, numpy and torch
  • get_device() returning cuda if available else cpu

Other modules import constants from src.config instead of hard-coding them.
