Research direction

The issue names only MidiNote, so start by reading MidiNote and the MidiList/MidiClip code that creates, stores and serializes notes, and see how the existing note-on velocity is declared and copied. That same path defines done: the note-off velocity stored with a sensible default and carried through MIDI import/export and note-off playback, with existing MIDI tests still passing. Expect several files and real MIDI domain knowledge; the issue is 663 days old with zero comments, so ask in the tracker before investing time.
