Research direction

Start by locating the cluster addon controller path that performs helm template, then compare the related Capabilities.KubeVersion work in pull request #243 and its discussion. Confirm how the workload cluster's available API versions are passed into chart rendering, and verify that rendered addon charts expose the expected Capabilities.APIVersions.

[A clear and concise description of what you want to happen.]
As the cluster addon controller does helm template - #153, it doesn't include available API versions of the workload cluster. A similar problem with Capabilities.KubeVersion was resolved in #243.
