Scope

Update the PolicyEngine package bundle from policyengine-core 3.32.5 to 3.32.10 after PolicyEngine/policyengine-core#555 adds pytest 9 support and publishes the new Core release.

The downstream pin must be prepared through the bundle manifest and generated package metadata. The lock file can be refreshed only after policyengine-core 3.32.10 is available from PyPI.
