Research direction

Start with policyengine_canada/parameters/gov/provinces/on/tax/income/rate.yaml and the on_income_tax_before_credits calculation. Review the official Ontario tax rates and exemptions source and directly dependent Ontario tax-before-credits parameters for 2023–2026. Add boundary tests for each new bracket and verify the schedule, metadata citations, and supported-year calculations meet the acceptance criteria.

Description

enhancement

Problem

policyengine_canada/parameters/gov/provinces/on/tax/income/rate.yaml currently
stops at 2022-01-01. This prevents current-year Ontario personal-income-tax
calculations from being compared reliably with 2025/2026 source-law models.

Federal, Alberta, British Columbia, and Quebec current-vintage work is already
tracked in #506, #507, #508, and #509. Ontario needs the corresponding update.

Scope

  • Add the official Ontario PIT rates and bracket thresholds for 2023 through
    2026, including effective dates.
  • Audit directly dependent Ontario tax parameters that affect tax before
    credits for the same vintages.
  • Add tests at bracket boundaries for each newly supported year.

Acceptance criteria

  • on_income_tax_before_credits uses the correct Ontario schedule for each
    supported year.
  • Tests cover values immediately below, at, and above each bracket threshold.
  • Parameter metadata cites an official Ontario or CRA source.
