Research direction

Read the ACS augmentation path and the existing category-specific seeded WIC generator; the issue does not name specific files or tests. Trace where demographic completion ends and donor records are combined, then inspect the calculation, export, and packaging validation paths. Done means ACS records receive complete WIC participation, donor values remain unchanged, and the listed deterministic, H5 round-trip, country-engine, and release-validation tests pass.

Written by the indexing model from the issue text.

Description

Problem

The ACS augmentation path transfers demographic inputs and combines the ACS records with donors without generating ACS WIC participation. The published local-area dataset therefore has missing WIC decisions on ACS people. See parent replacement issue #1154 and PolicyEngine/policyengine.py#560.

Code scope

  • Run the existing category-specific, seeded WIC generator on ACS records after demographic completion and before combining them with donors.
  • Preserve donor participation without rederiving it.
  • Require complete current-name boolean participation before calculation/export/package; never fill missing WIC decisions from the engine default.
  • Add focused deterministic-generation, donor-preservation, H5 round-trip, country-engine, and release-validation tests and rebuild instructions.

This issue covers the code repair only. The separate dataset rebuild, publication, certification, and .py removal remain open under #1154 after this issue is fixed.
