Found during #12722.
util.MIMEParams stores its state under the by-name key _entries, and that key's attributes live in a side table. Under OBJECT_MODEL decisions 142–148 this should be a private layout entry, as URL and URLSearchParams now use (#12722), with the side table deleted.
