Remove mentions of <webTarget/> from RestfulWS features.

Description

The <webTarget/> configuration in the server.xml is not valid in the restfulWS features. (restfulws-3.0, restfulws-3.1, restfulws-4.0)

We need to remove the following documented examples since they are not valid for these features:

https://openliberty.io/docs/latest/reference/feature/restfulWSClient-3.0.html#_examples
https://openliberty.io/docs/latest/reference/feature/restfulWSClient-3.1.html#_examples
(and also the future restfulWSClient-4.0 feature)

Additionally, we should make a note on https://openliberty.io/docs/latest/reference/config/webTarget.html that this config is not applicable to the restfulWS features.
