Research direction

Start with PR #897 to see exactly how the API resource models were made non-annual-compatible, since the issue offers that as the template. Then locate the two HPC-backed resource models (search the codebase for where NSRDB and wind resource data is pulled from the HPC rather than the API) and read how they currently assume a single year. Optionally compare against the MultiYearNSRDBX and MultiYearWindX helpers in the nrel-rex package. Done means both models run a non-annual simulation config without a one-year assumption.

Description

enhancement

Follow-on work for PR #897

Update the two resource models that pull resource data from the HPC to be compatible with non annual simulations. These may be implemented similarly to the API models (in PR #897) or could be changed to potentially used the MultiYearNSRDBX and MultiYearWindX tools in the nrel-rex package.
