Research direction
Start by inspecting the project's dependency configuration and compare it with the linked CCCL examples/example_project. Trace how rapids-cmake currently provides CPM, then verify that vanilla CPM is used and the CCCL version is explicitly controlled.

Description
from @robertmaynard:
It might be best to not use rapids-cmake for the cpm features, and instead directly get CCCL like this: https://github.com/NVIDIA/cccl/tree/main/examples/example_project so you have explicit control on what CCCL version you are using
