Research direction

Start with RtgPowerProduction and the current power library to understand how continuous RTG resource approximation is implemented. Review the original PR for historical context, then define and validate a configurable sampled mode that recomputes at a chosen interval while preserving the current mode.

Written by the indexing model from the issue text.

Description

Evaluate adding a configurable sampled mode to RtgPowerProduction as an alternative to the current continuously approximated RTG resource.

The old implementation allowed RTG power to be recomputed at a configured interval, such as once per day, primarily as a performance tradeoff. Reimplement against the current power library rather than porting the old branch directly.
