Research direction

Start by reviewing the build.rs limitation, the existing config-file handling, and how cheadergen is invoked. Define what a cheadergen library and xtask interface would need to expose for flexible feature, flag, and target-platform arguments; done means those configurations can be supplied without relying only on the config file.

Description

I know cheadergen cannot be used in build.rs due to the cargo lock. But would it possible to write an xtask to run cheadergen by using a cheadergen-lib? By now it seems some configs can only be specified by the config file, but users may want to specify them as more flexible arguments, e.g. compiling with different features and flags to target different platforms.
