Description

While trying to run the following code on tpu-vm, it didn't work.

tf: 2.15
keras: 3.0.5

tpu = tf.distribute.cluster_resolver.TPUClusterResolver(tpu="local")
strategy = tf.distribute.TPUStrategy(tpu)
