installation regression

The project.toml allows any version of Julia 1.10 to be used, but after GPUCompiler.jl v2.11.0, precompilation errors on any Julia v1.10 version before v1.10.11. I believe this issue is caused by some interaction with LLVM.jl v10. Maybe this comment is relevant, because the jl_get_llvm_gvs_globals it refers to only exists in v1.10.11.
