Description
What
We can no longer use Alonzo genesis to include "full" cost models in the costModels field. i.e. no PlutusV2 or cost models with more parameters than those that existed on Mainnet at the time of the hardfork.
As a response, starting on cardano-node-10.7.0, we can use the new extraConfig field to Alonzo genesis

Anyone using create-testnet-data to initialize a testnet, will now use this additional field to inject costs for internals that were added after a hardfork from an external file. It would help users if we added an additional flag to create-testnet-data: Something like --spec-cost-models that will automate the process for the user.
This will also have an impact on cardano-testnet.
Why
Creating testnets with full cost models gets more complicated and would require manually editing the genesis file(s) that are output by create-testnet-data after the fact.
