Research direction

Start with internal/setup/agents.go and the existing windsurf target, then inspect CLI command registration and usage tests to see how setup targets are configured. Check the Devin CLI MCP configuration and Devin Local customization formats described in the issue. Done means a documented setup command configures both Devin surfaces while preserving the legacy windsurf path and its existing behavior.

🔍 Observed Consequence

Engram users who have moved from Windsurf to Devin Desktop or use Devin CLI cannot configure the current Devin agent with engram setup. The only related setup target is windsurf, which configures legacy Cascade paths under ~/.codeium/windsurf/; Devin Local and Devin CLI use Devin's own shared customization and MCP configuration.

As a result, engram setup windsurf can preserve legacy Cascade compatibility but does not register Engram for the current Devin Local/CLI agent surfaces.

💡 Desired Outcome

Engram users can run one documented setup command that makes the Engram MCP tools and Memory Protocol available to both Devin CLI and Devin Local in Devin Desktop, while existing Windsurf/Cascade users keep their current compatibility path.

📦 Affected Area

CLI (commands, flags)

Release Context

Current main at ec2bf0482139360bf61a8eadb76380ffe762de44; not release-specific.

🔄 Workarounds and Constraints

Users can currently register Engram manually with devin mcp add -s user engram -- engram mcp --tools=agent and add the Memory Protocol to Devin rules themselves. Devin Local in Desktop and Devin CLI share the same customization format, so users should not need two separate manual configurations.

📎 Additional Context

Proportional verification scope if approved: add focused setup registry/path/preservation tests, update CLI usage tests, and align README, installation, and per-agent setup documentation. Preserve the existing windsurf target as a distinct legacy compatibility surface.
