Etan saw the Dashboard say "watcher flow needs attention" while the Settings footer said "Watcher running", and nothing in Settings explained the attention item.
Acceptance: a single watcher-health model feeds both surfaces; any attention state shows its concrete reason (what, since when, what to do) wherever it appears; the footer never contradicts the dashboard; tests for running / running-but-degraded / stopped.
