Problem

BrainBar pending-store drain uses the write connection on its own scheduler queue. A narrow pre-existing race can leave a drain transaction open when brain_backup_vacuum_into starts, causing SQLite to refuse the backup loudly with cannot VACUUM from within a transaction.

Follow-up

Route pending-store drain and backup VACUUM through the same write-operation gate. Preserve fast failure, marker-based backup integrity, and protocol liveness.

Context

Found during exact-head pair review of PR #701. This is non-blocking for the starvation fix because it fails loudly and predates that change.
