Description

Item 24 is not just a correctness bug — it is a THROUGHPUT bug, and it is why this lane is slow.

The cost, made concrete: #641 and #643 both have reviewers briefed and ready. Neither can start, because surface:501 is mid-flight toward its push gate and a second suite would manufacture false reds on both — the failure that already cost this sprint four blocked pushes and a wrong handoff.

The entire repository is serialized to ONE agent at a time. That is not a test-hygiene nit; it is a hard cap of one concurrent worker on brainlayer, permanently, for every seat in the fleet. Every "why is brainlayer slow" question has this as its answer.

The fix is small and bounded — per-run isolation of _COORD_DIR / the test session id (hooks/dedup_coordination.py:33 + the constant fixture), the sandbox DB path, and the tier0 notify endpoint, plus replacing two wall-clock assertions that measure the machine rather than the code.

Two harness defects belong in the same lane: the 256-FD ceiling that cascades the suite at 67–88%, and the brainlayer-writer-heartbeat join race in test_store_triggers_enrich_single (a test that joins every daemon thread including an intentionally infinite one).
