Research direction

Open doc/getting-started/getting-started/installation.md and locate the stated bitcoind version requirement. Check the documented requirement against the reported rpcwaittimeout dependency, then update the wording so the minimum supported version is accurate; done means the installation guidance no longer claims that version 0.16 or later is sufficient.

Description

QA

https://github.com/ElementsProject/lightning/blob/master/doc/getting-started/getting-started/installation.md states:
"You will also need a version of bitcoind with segregated witness and estimatesmartfee with ECONOMICAL mode support. Version 0.16 or above should work.". This is not correct. You need at least v28.0 as this introduced —rpcwaittimeout. my old version v0.17 does not like that.
