Research direction
Start by inspecting the viewer's app_config.yaml and the code that uses its browser setting, then reproduce the Chrome launch behavior on Windows with Python 2.7. The issue is done when the supported Chrome option launches Chrome without requiring a hard-coded executable path, or the configuration behavior is clearly documented.

Description
python webbrowser library for 2.7 doesn't seem to recognize "chrome" as an option; sounds like it's added to the python 3.x library.
For an alternative, see http://stackoverflow.com/questions/24873302/python-generic-webbrowser-get-open-for-chrome-exe-does-not-work , which specifies the actual path to chrome. don't like hard-wiring the path.
Another solution is to set Chrome as the Windows default browser and then use "default" in the viewer's app_config.yaml file. This works for me.
