Research direction

Start with cime_config/buildnml#L421-L433 and the CIME pull request 5063, then trace the is_comp_standalone function and its uses. Determine whether CMEPS can produce a rudimentary mediator log when no mediator runs; done means the standalone configuration no longer needs special-purpose CIME logic that must stay synchronized with CMEPS.

Description

There are some "standalone" configurations of CESM where we run CMEPS without a mediator:

https://github.com/ESCOMP/CMEPS/blob/8f192a5e6076720993150ea13a87b6e2ba6ea0e5/cime_config/buildnml#L421-L433

This requires some workarounds in CIME - see the code changed in https://github.com/ESMCI/cime/pull/5063 as well as the code that uses this is_comp_standalone function (which I'm planning to rename to something like compset_lacks_cpl_log). If feasible, a better solution could be to create a rudimentary / faked mediator log file even when running without a mediator, so that we don't need special purpose logic in CIME that needs to stay in sync with the logic in CMEPS. I don't know how feasible this would be....
