Research direction

Start by reviewing CMEPS PR 706 and the CAM-to-WW3 wind handoff described in this issue, including the Sa_u and Sa_v values. Confirm that CAM provides 10-m winds, that WW3 receives those values directly, and that the PR 706 changes can then be reverted.

Description

The changes in https://github.com/ESCOMP/CMEPS/pull/706 make explicit what was apparently implicit before: WW3 expects 10-m winds, but CESM has been passing it lowest-model-level winds (Sa_u / Sa_v). We should have CAM pass 10-m winds and then pass those directly to WW3, rather than passing lowest-level winds as if they're 10-m winds. That would then allow reverting the code changes in https://github.com/ESCOMP/CMEPS/pull/706.
