Research direction

Read the discussion in #262 first, then inspect where CLM_USRDAT_NAME, NEONSITE, and PLUMBER2SITE are currently defined in CTSM. Trace how run_tower testing uses these variables and identify the corresponding CDEPS testing path. Done means the definitions support testing in CDEPS rather than only in CLM.

Description

CESM Only enhancement Responsibility: CTSM

Currently, CLM_USRDAT_NAME, NEONSITE, and PLUMBER2SITE are defined in CTSM. These variables should be moved to CDEPS in order to enable testing on CDEPS and not just in CLM, which would make testing for run_tower more streamlined.

For details, see discussion in #262 . This suggestion was from @ekluzek .
