Start by locating how html-ccap loads its XML file and how the Options window stores user choices. Trace the existing version source before deciding where the three sources are selected. Done means users can choose the Internet version, the program-folder version, or the bundled version through radio buttons or a dropdown, with the selected source used for lookups.

This would also allow the user to choose to use a newer version from the Internet, the version in the same folder as the program, or the version inside the program. Provide these three options as radio buttons or a dropdown in the Options window.
