Description

The pipelines documentation suggests we can use the datadog-ci cli to append tags and measurements to existing jobs or pipelines. While these endpoints are called directly from the datadog-ci cli, they're not available in the openapi v2 spec, and therefore not available from i.e. the java datadog client.

Add api/v2/ci/pipeline/tags and api/v2/ci/pipeline/measure to openapi documentation, and generate new clients with these endpoints.
