Research direction
Start by deploying the referenced latest.yaml CloudFormation template in us-gov-east-1 with DDsite set to ddog-gov.com, and record where the Invalid ARN partition error occurs. Review the template's IAM-related resources against the documented GovCloud setup; done means the Datadog forwarder deploys successfully in that region.
