Research direction
Start by reproducing the ReportDownloadsApi request on the IBM JRE version shown and compare it with OpenJDK. Read Invokers.ApiClient.java and the com.squareup.okhttp ConnectionSpecSelector stack trace, then inspect the okhttp 2.7 dependency and the referenced v3 release notes. Done means the request works on the reported IBM JREs or the compatibility limitation is documented.

Description
Whenever I try to use the cybersource-rest-client-java on the IBM jre I get the following exception:

This is from a basic ReportDownloadsApi request that runs successfully using openjdk, but gives this error on 2 different ibm jre's (2 different systems, Linux and "IBM i"). One example jre version (Linux):
~/opt/ibm-java-x86_64-80/jre/bin/java -version
java version "1.8.0_221"
Java(TM) SE Runtime Environment (build 8.0.5.41 - pxa6480sr5fp41-20190919_01(SR5 FP41))
IBM J9 VM (build 2.9, JRE 1.8.0 Linux amd64-64-Bit Compressed References 20190911_427071 (JIT enabled, AOT enabled)
OpenJ9 - d581d49
OMR - ca4db84
IBM - 5cfdf9c)
JCL - 20190918_01 based on Oracle jdk8u221-b11
Is this library compatible with the IBM jre? Any suggestions on resolving this issue?
Some looking around suggest this may be due to the dependency on the now obsolete version of okhttp (2.7), and it's possible some similar issues have been in the v3 releases. Are there any plans to update this dependency?
