Add CPU feature to Slurm configuration

@cmd-ntrf is already working on this.

Assessment
This issue has not been assessed yet.
Description
To detect the CPU type, one can use
lshw -json -class processor
or
lscpu
or
cat /proc/cpuinfo
In any case however, there is some parsing to do. There is probably a need to have a hard-coded map to state that if product = "Intel Xeon Processor (Skylake, IBRS)", then the feature name is "skylake", etc.
