Research direction

Start by finding the in-memory tag cache used by the import decision maker and its 1,000-entry overflow handling. Check how tags are read and cached, then choose and implement an eviction policy such as LRU or oldest-first. Done means the cache evicts entries at capacity instead of clearing entirely; test with a folder larger than 1,000 entries and confirm tags are not repeatedly re-read.

Description

enhancement

Problem

The in-memory tag cache used by the import decision maker is capped at 1,000 entries and clears entirely when it overflows, so any folder larger than the cap thrashes it and re-reads tags. It should evict (LRU or oldest-first) instead. Low priority. Found while reviewing #220.
