Research direction

Start by tracing the Azure Storage backend handling of entity-started orchestrations and how pending orchestration records are represented before execution begins. Verify that an instance record is created for these orchestrations and that the existing termination path can target them before they start running.

Description

P3

Currently, it is not possible to terminate pending orchestrations scheduled by entities since no instance record is created for these orchestrations until they start running in the Azure Storage backend. A fix would be to create the instance record for entity-started orchestrations as well.
