Research direction
Start with the New-GuestConfigurationPackage cmdlet implementation and trace how the current gcworker temporary path is constructed and used. Review the cmdlet's parameter handling and any existing tests for package creation. Done means callers can provide a workerTempFolder and separate executions use the requested working directory without the current collision or in-use problems.

Description
Issue:
The cmdlet currently uses the path
C:\Users\{username}\{onedrivelocation}\Documents\PowerShell\Modules\GuestConfiguration\4.5.0\gcworker\temp\{configname}\Modules
This can cause collisions and "in-use" problems. Part of this problem is that PowerShell would be better served storing modules outside of OneDrive locations. Until that can be done, it would be nice to be able to control where work is performed.
Possible resolution:
Parameter to specify gcworker path. We would get the added benefit of having completely distinct paths per execution, because the parent folder could be unique.
New-GuestConfigurationPackage -name foo -path ./myConfigName/file.mof -workerTempFolder ./myConfigName/myWorkerTempFolder/
